Background and Objective: Coastal tourism has always faced environmental and managerial challenges. The coasts of Sari County, due to waste accumulation, sea pollution, and unsustainable exploitation of natural resources, have caused serious damage to the coastal ecosystem. This study aimed to analyze the relationship between environmental concerns and institutional oversight of natural resources with coastal tourism experience. Methodology: This qualitative study used grounded theory (Strauss and Corbin). Data were collected through semi-structured interviews with 15 coastal tourists on the coasts of Sari County until theoretical saturation. Analysis was performed in three stages: open coding (26 subcategories), axial coding (4 main categories), and selective coding. Findings: Tourists' environmental concerns do not translate into protective actions in the absence of effective institutional oversight and remain at the attitudinal level. Under such circumstances, normalization of degradation and collective inaction occur. The exclusive focus of regulators on swimmers' safety, neglecting environmental protection, has perpetuated pressure on natural resources and the coastal ecosystem. Conclusion and Recommendations: Effective institutional oversight and targeted environmental education play a key role in transforming concerns into protective actions. Strengthening integrated coastal management and coordination among responsible institutions is essential. Innovation and Originality: For the first time in Iranian literature, this study integrates three theories—sustainable coastal tourism, environmental concern, and integrated coastal management—into a paradigmatic model based on local data, explaining the mechanism of "failure of environmental concern to translate into protective action in the absence of institutional oversight."
