Urban environments in developing cities face significant challenges, including pressures from population growth, industrialization, and weak infrastructure, which hinder pro-environmental behaviors and sustainable development. This study aimed to examine the role of environmental participation and responsibility in shaping pro-environmental behavior and to analyze the moderating effect of facilitating conditions in the cities of Sanandaj (Iran) and Kirkuk (Iraq). Using a survey-based methodology, descriptive statistics, correlation analysis, and structural equation modeling (SEM) were employed to test the proposed theoretical model. Findings indicated that pro-environmental behavior was higher in Sanandaj compared to Kirkuk, which may be attributed to differences in social awareness, previous civic participation experiences, and urban environmental policies. Environmental responsibility was generally at a desirable level in both cities, while actual participation remained below theoretical expectations, highlighting the gap between environmental concern and practical action. Facilitating conditions were weak in both cities, and their moderating role was confirmed: participation without institutional support and adequate infrastructure did not lead to sustainable pro-environmental behavior. SEM results revealed that environmental responsibility directly and indirectly (via participation) influenced pro-environmental behavior, whereas the effect of participation alone was limited in the absence of facilitating conditions. The study’s innovation lies in introducing facilitating conditions as a moderating variable and elucidating the mechanism by which attitudes and responsibility translate into sustainable pro-environmental behavior. Practically, enhancing infrastructure, designing incentive-based regulations, empowering citizens through actionable programs, and fostering regional cooperation are recommended.
